SBG provides web development, system administration and maintenance, and Tier I-III help desk support for the Automated Solicitation Proposal Management System (ASPMS) for the Defense Threat Reduction Agency (DTRA). The system contains four websites, a submission/offeror debriefing system, internal evaluation/selection system, BAA community portal, and post-award management page. ASPMS serves a vital role in the agency’s research and development process. DTRA personnel use the system to manage the full life-cycle of the solicitation process from the release of solicitations to award announcement and post-award management.

SBG manages the entire ASPMS system making code changes; installing, configuring and upgrading software; applying security patches; testing; network and hardware monitoring; certification and accreditation; quality control and Tier I-III Help Desk Support.

As a result of its work in support of the various research Directorates within J-9, SBG was asked to integrate the Chemical and Biological Defense (CBD) Small Business Innovation Research (SBIR) program into ASPMS, and provide programmatic support. SBG mapped the data elements from the DoD SBIR submission site to the ASPMS database and designed an interface to automate the upload of proposals into ASPMS.

In addition, SBG designed, established, configured, and currently hosts and maintains a separate information portal using a content management solution. The portal is used to publicize information on the CBD SBIR program and spread awareness of the research goals.

SBG Technology Solutions supports the Defense Threat Reduction Agency (DTRA) by assisting DTRA’s agency-wide initiative for acquisition improvement. SBG’s acquisition subject matter experts are supporting the review and update of enterprise-wide acquisition policies and procedures. In parallel with the implementation of new acquisition policies, SBG’s training specialists are designing, developing and delivering 20+ computer-based and instructor-led training modules. These modules are supplemented by SBG-developed, reference based “how-to” guides. SBG also designs and develops Kirkpatrick Level I-III performance metrics to track and measure training effectiveness as part of its continuous improvement model.
