Carlos Del ToroAs the founder, president, and chief executive officer of SBG Technology Solutions, Carlos Del Toro brings a formidable array of knowledge as a “hands-on” executive with experience in program management, joint and service specific military operations, systems engineering, civilian and military telecommunications, information technology and legislative affairs.

Carlos’ leadership and innovation has been recognized by his selection as a White House Fellow and Special Assistant to the Director of the White House Office of Management and Budget. Del Toro has been recognized through numerous awards including the Ellis Island Medal of Freedom, Hispanic Business Magazine recognition as one of the 100 Most Influential Hispanics in the United States, listing in Empire’s “Who’s Who” in America, the Hispanic National Achievement Engineer of the Year Award, and numerous other military campaign and personal awards.

Carlos’ entrepreneurship and business acumen have earned him appointments to the United States Chamber of Commerce Council on Small Business and the Board of Visitors of the University of Mary Washington. In 2011, he was selected for the Small Business Administration’s Small Business Person of the Year for Virginia, Maryland and the District of Columbia.

Carlos holds Master of Arts and Master of Science degrees in space systems engineering, national security and strategic studies, and legislative affairs from the Naval Postgraduate School, the Naval War College, and The George Washington University, respectively. He also holds a Bachelor of Science degree from the United States Naval Academy at Annapolis.

Tom Felten

Chief Operating Officer

Tom Felten Mr. Felten serves as Chief Operating Officer (COO) at SBG. Felten joined SBG in 2008 and has played an integral role in building the company from four to over 140 employees. Felten was assigned as program manager for a variety of SBG’s contracts.

Felten is a retired Navy operations technician limited duty officer having spent 24 years in the U.S. Navy in Command and Control assignments afloat and ashore including the Tactical Flag Command Center and Joint Interface Control Officer for Commander Seventh Fleet, forward deployed to Yokosuka Japan.

Felten earned his master’s degree in security and justice administration and bachelor’s degree in business administration while serving in arduous sea and shore assignments in the Navy, both from the University of Phoenix. He is also certified by the Project Management Institute (PMI) as a Project Management Professional (PMP).

Brian Eckerle

Vice President of National Security Programs

Brian EckerleBrian Eckerle, Captain, U.S Navy (retired), serves as SBG’s Vice President for National Security Programs responsible for leading SBG’s business strategy across the Department of Defense and Department of Homeland Security. He supports SBG’s clients with technical and programmatic support through development of leading edge technologies that advance the capabilities of our national defense forces. Eckerle brings more than 25 years of acquisition and operational experience while serving as a Naval commanding officer, acquisition program manager, and as the executive assistant to the Assistant Secretary of the Navy (Research, Development and Acquisition).

Prior to joining SBG, Eckerle served in five U.S. Navy ships including his tour as new construction commanding officer aboard USS STERETT. While ashore, Eckerle served in several NAVSEA program offices most notably as NAVSEA 21 PMS 400F, the program manager responsible for the maintenance and modernization of over 100 surface combatant ships. He also led the cruiser and destroyer mid-life modernization programs where he was directly responsible for the execution of a five-year program budget in excess of $10 billion.

Eckerle holds a Master of Science degree in mechanical engineering from the Naval Post Graduate School – Monterey California and a Bachelor of Science in mechanical engineering from Purdue University. He is also a certified Defense Acquisition Workforce Improvement Act Level III Program Manager.

He is married to his wife Susan of 24 years. They have a 15 year old son, “B2.”

Ross Aboff

Vice President of Health Solutions

Ross Aboff
Ross Aboff serves as SBG’s Vice President for Health Solutions and is responsible for leading SBG’s Business strategy across the Department of Veterans Affairs, National Institute of Health and Defense Health Agency, among other federal healthcare agencies. Ross supports SBG’s clients with distinguished technical and programmatic guidance through development of leading edge technologies that advance the capabilities of healthcare providers throughout the nation. Ross brings more than 30 years of acquisition, legal and operational experience, and has served as a federal acquisition professional, attorney, program manager and industry executive.

Ross holds a BSEE and MBA from Rutgers University and a Juris Doctor from Seton Hall University. He resides in Howell, New Jersey with Erin, his wife of 29 years, and his five children: Alyssa, Zachary, Luke, Liam and Caroline.
